Telnet is a text-based program you can use to connect to another computer using the Internet or Network. You'll be able to access programs and services that are on the remote computer as if you were sitting right in front of it.

here are the steps to do telnet in ur windows7 PC.
Step1:- Go to Add/Remove Windows Components to enable telnet..

Go to Run and type    Appwiz.cpl 

Click Turn Windows features on of off.

Select both telnet client & server to enable telnet and click on ok button.

Then go to run and type services.msc to open services console.

select telnet from services list and select startup type to automatic and start the telnet service.

After installing and starting telnet service open command prompt in admin priviledge & type telnet and remote ip address.

And here u have to provide admin username and password for authentication and after that u can use all DOS commands in telnet.
